Demand Side Management Opportunities for Alberta’s Electricity System

Demand Side Management (DSM) is a widely-recognized tool for increasing the affordability and reliability of electricity systems around the world. This research summary compares Alberta’s DSM approach to comparable jurisdictions, identifies gaps in current approaches and recommends actions for increasing the use of DSM in the province.

It includes a review of six jurisdictions with similar electricity market structures to Alberta: Ontario, Texas, California, New York, the United Kingdom, and Australia.

Based on the review of Alberta’s current approach to DSM compared with other jurisdictions, there are some low investment, low-barrier opportunities to help manage system costs and allow consumers to play a greater role in contributing to system reliability and affordability. This report identifies and puts forward recommendations for actions for consideration by the Government of Alberta and its arms-length electricity agencies and bodies that would advance the implementation and effectiveness of DSM strategies.
