The Industrial Development Playbook: Alberta’s Critical Materials Opportunity is a strategic roadmap for transforming Alberta’s raw mineral and metal resource base into a full value chain, from extraction through refining and processing to advanced materials manufacturing.

It recognises that while Alberta currently has important resources (for example, lithium-rich brines and other mineral prospects), the province’s materials ecosystem is still immature and fragmented, lacking scale, anchor projects, and consolidated institutional leadership.

The playbook argues that by building on Alberta’s existing industrial capacity, including its skilled workforce, heavy-industry heritage, permitting and regulatory experience, and energy and transport infrastructure, the province could become a mid-stream processing hub.
