This report explores how Alberta can strengthen its position in a rapidly shifting global economy — moving from a resource powerhouse to an industrial superpower. It identifies 16 emerging low-carbon, resource-based opportunities and applies seven strategic lenses to assess their market and export potential, regional fit, comparative advantages, resilience to changing trade and policy dynamics and more.
From this analysis, five sectors emerge where Alberta’s advantages converge to form strong growth pathways from clean energy for electricity, carbon management and critical minerals, to green chemistry and sustainable agri-food value chains. The report also highlights policy priorities to unlock these opportunities.
Together, these sectors represent a new wave of economic opportunity that can attract investment, diversify Alberta’s industrial base, and enhance long-term competitiveness.
As global markets and trade dynamics evolve, Alberta’s competitiveness will depend on its ability to act decisively. To this will mean aligning policy, investment, and regional strengths to build resilient industries that thrive in a low-carbon future.
